The 3 key points of the law on adapting society for an ageing population

Telegrafik has decided to look into the law on adapting society for an ageing population, which came into force on 1 January 2016. This law aims in particular to promote access to services improving prevention and social ties, such as the innovative Otono-me service, for elderly people living alone at home.

We have identified 3 key points of this law:

 

1- A policy focused on autonomy and home adaptations

The State wants to provide the means to empower elderly people, even if they are in a frail condition. It seeks to enable them to be prepared for the key elements related to loss of autonomy, by providing home or institutional support.

Financial assistance provided by the French national funding agency for the elderly and handicapped (CNSA), in conjunction with the French National Pension Fund (CNAV), is proposed for the remodelling work necessary in care homes.

Additionally, the government is facilitating access to new technologies, such as telecare or home automation, for low-income seniors. The new-generation Otono-me telecare service, developed by Telegrafik, is fully in line with this political concern.

 

2- An increase in financial aid for those providing and receiving care

The law now recognises the carer status by creating the “right to respite”. This right empowers carers of the elderly who are losing their autonomy to rest or to have free time.

The Personal Autonomy Allowance (APA) paid by the local departmental council to help cover the costs of home care has been reformed. It is thus a question of allocating an amount to those providing and receiving care according to income and needs.

Part of the subscription to telecare and the Otono-me service can be covered, thus promoting access to this type of innovative service for low-income individuals.

 

3- The elderly at the heart of local politics

A departmental council for citizenship and autonomy has also been created. It is dedicated to expressing the views of the elderly, disabled, and their representatives on public policies concerning them.

Furthermore, the establishment of the Funding Conference makes it possible to adapt the service offering to the needs of the elderly at a local level, and to promote access to the latest innovations in the field of ageing well at home for the most vulnerable people.
